The promoter could either purchase or utilize his/her land for setting up a project or request for allotment of land under relevant Rules.
In case a self-acquired land is to be used, it must conform to the proposed use. Agricultural land would need to be converted to the required land use.

In Rural Areas, change in land use is regulated under the Rajasthan Land Revenue (Conversion of Agricultural Land for Non-Agricultural Purposes in Rural Areas) Rules, 2007. Application needs to be filed with the concerned District Collector in the format prescribed under the Rules. The Authority competent to convert the land is prescribed under Rule 9 of the said Rules.

In Urban Areas, change in land use is governed under Section 90B of the Rajasthan Land Revenue Act, 1956. In cities having a Master Plan, in case any change in the Master Plan Land Use is required, the procedure prescribed under section of the Rajasthan Urban Improvement Trusts Act or section of Jaipur Development Authority Act, as the case may be, would need to be followed. Fee prescribed for proposals for change in Master Plan Land Use is Rs___ in Jaipur and Rs___ in other Urban Improvement Trust areas.

Land can also be procured in the Industrial Areas developed by Rajasthan State Industrial Development & Investment Corporation (RIICO). Land in saturated Industrial Areas (where 90% or more plots have been disposed off) is disposed off through open auction, whereas land in unsaturated Industrial Areas is allotted at prescribed rates.
