Filing of Memorandum (IEM-Industrial Entrepreneur Memorandum) for Micro Small and Manufacturing Medium Enterprises as per Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 with General Manager, District Industries Centre (DIC) of the concerned district; 4 copies of filled Memorandum Part I is to be submitted.

Tourism Units
- Applicable to the whole State; covering tourism units as classified by the Government of India.
Documents required to be enclosed with the application
- No Objection Certificate (NOC) of Rajasthan Pollution Control Board.
- No Objection Certificate (NOC) of Forest Department, in case the unit is in the vicinity of a national park, game sanctuary or a forest reserve
- Land use certificate from the concerned state/local authority certifying that it is permissible to convert the property into a tourism unit on the site selected
- Permission of local authority to construct a tourism unit along with the approved site and building plan
- Proof of legal entity, such as, articles and memorandum of association in case of a registered company, partnership deed in case of a partnership firm, or a certificate of HUF in case of a coparcenary property
- Titular deed, such as the latest jamabandi of the Revenue Department, or a lease deed, or a sale deed, manifesting proprietary rights of the property in question
- Estimated cost of the project and details and source of institutional financing of the project, such as by the Industrial Finance Corporation of India or Tourism Finance Corporation of India or RIICO or RFC, or any banking and Financing institution, etc.
- Details of allocation of foreign exchange
- Approval of the Government of India for establishing a star hotel at the project stage.
- Approval of Airports Authority of India/Director General of Civil Aviation, if the tourism project is in the vicinity of an airport.

Application & Processing Fee
Application for approval should be submitted in Form 'A' (cost Rs200/-) to the Director, Department of Tourism, Art & Culture, Government of Rajasthan, Jaipur-302001 with a DD of Rs2,000/- (Rs. Two thousand only) payable to the Director, Department of Tourism, Art & Culture, Government of Rajasthan, Jaipur, as non-refundable processing fee. |
Period of Validity
The approval at the project/planning stage shall remain valid for a period of one year within which period the applicant shall have to commence the execution of the project, failing which the approval shall be deemed to have been withdrawn. |
Project Appraisal- Deemed approval
The Department shall conclude the project appraisal within 45 days from the date of the receipt of the application, which period, for reasons to be recorded in writing, will be extendable for another 45 days, and after the extended period, the project shall be deemed to have been approved/recommended by the Department at the project/planning stage.
An opportunity of being personally heard shall be accorded to the applicant before passing an order of rejection of the tourism project.

Special Economic Zone (SEZ)
Stage I — In-Principle Approval
- Identify the Area and make a Proposal for setting up a Special Economic Zone in Form-A to the State Government. http://sezindia.nic.in/HTMLS/Form_A_and_checklist.pdf
- The State Government, with its recommendations, forwards the proposal to Board of Approval (BoA) within 45 days.
- Central Government grants Letter of Approval (LoA) to the concerned Developer or the concerned State Government in Form- within 30 days. LoA is valid for 3 years but can be extended for a further period of two years
Stage II— Formal approval for Declaration of identified area as SEZ
The Developer is required to furnish the following details and send the application to the Director, SEZ.
- Proof of legal possession and irrevocable right with regard to the identified area.
- Developer to submit Certificate from the State Government or its authorized agency stating that :
- Developer has legal possession & irrevocable rights to develop said SEZ
- The said area is free from all encumbrances
- In case the identified area is a leasehold property, the lease shall be for period not less than twenty years.
- Identified area shall be contiguous and vacant and it should have no public thoroughfare.
- Area proposed is not less than the minimum area requirement
BOA can relax the condition of contiguity on case to case basis, on merits, for reasons to be recorded in writing. |
Stage III — Notification for Declaration of an area as SEZ
- The Central Government shall notify the identified area as a SEZ subject to the following:
- Submission of details mentioned above and other details, if any.
- Acceptance of conditions specified in the Letter of Approval
The Centrals Government, if it considers appropriate, notifies subsequently any additional area to be included as a part of the existing SEZ. No minimum area requirement for additional area notification. |
Stage IV — Grant of Approval for Authorized Operations
The Developer should submit to the BoA the details of operations proposed to be undertaken at the SEZ to the Development Commissioner of the concerned Zone. |

New Medical College
Procedure for seeking approvals at the level of the State Government
- Application has to be made to the Medical Education Department in the prescribed Format as available in the Policy to promote Private Investment in Healthcare facilitities-2006
(http://www.resurgentrajasthan.com/PDF/Medical-Education-Policy.pdf. Page 13-15). The Format can be obtained Govt. Medical Colleges on payment of a prescribed fee which, after due examination, is referred to the State Medical Planning & Resource Committee.
- Once the proposal is accepted in principle, the investor submits a detailed project report, along with future projections, within 3 months of the departmental communication.
- The investor shall be eligible of applying for- Allotment of land on concessionary rates and tax concessions, grant of a No Objection-cum-Essentiality Certificate to establish a new Medical College.
- Proposal is examined by the Empowered Committee. The comments along with approval/rejection of the State Government are forwarded to the investor.
- Allotment of land is done by the concerned Department/agency on the recommendation from Medical Education Department.

Eligibility Criteria (By the Central Government )
Following organizations are eligible to apply in Form-1 for permission to set up a medical college, namely:-
- A State Government/Union territory;
- A University;
- An autonomous body promoted by Central and State Government by or under a Statute for the purpose of medical education;
- A society registered under the Societies Registration Act, 1860 (21 of 1860) or corresponding Acts in States; or
- A public religious or charitable trust registered under the Trust Act, 1882 (2 of 1882) or the WAKFS Act, 1954 (29 of 1954).
Qualifying Criteria
- A suitable single plot of land measuring not less than 25 acres is owned and possessed by the person or is possessed by the applicant by way of 99 years lease for the construction of the college.
- Essentiality Certificate in Form 2 regarding No objection of the State Government/Union Territory Administration for establishment of the proposed medical college at the proposed site and availability of adequate clinical material as per Council regulations, have been obtained by the person from the concerned State Government/ Union Territory Administration.
- Consent of affiliation in Form-3 for the proposed medical college has been obtained by the applicant from a University.
- The person owns and manages a hospital of not less than 300 beds with necessary infrastructural facilities capable of being developed into a teaching institution in the campus of the proposed medical college.
- Two performance bank guarantees from a Scheduled Commercial Bank, valid for a period of five years, in favour of the Medical Council of India, New Delhi, are submitted. One guarantee is for a sum of Rs. 100 lakhs (for 50 admissions), Rs. 150 lakhs (for 100 admissions) and Rs. 200 lakhs (for 150 annual admissions) for establishment of a medical college and its infrastructural facilities. The other bank guarantee is for Rs. 350 lakhs (for 400 beds), Rs. 550 lakhs (for 500 beds) and Rs. 750 lakhs (for 750 beds) for the establishment of a teaching hospital and its infrastructural facilities.
Procedure
Application: An application is submitted by the applicant to the Secretary to the Government of India, Ministry of Health & Family Welfare at Nirman Bhawan, New Delhi-110011 from 1st August to 31st August (Both days inclusive) of any year, along with a non-refundable application fee of Rs3.5 lakh in the form of demand draft/pay order in favour of ‘Medical Council of India’ payable at New Delhi.
Registration: Application referred by the Ministry of Health & Family Welfare to the Council is registered in the Council for evaluation and recommendations. After examining the application and after conducting necessary physical inspections, the Medical Council sends a factual report to the Central Government.
Grant of permission: The Central Government on the recommendation of the Council may issue an LOI to set up a new Medical College with certain conditions to be fulfilled by the applicant.
On receipt of reply from the applicant requesting for Letter of Permission (LoP) by the Central Government, the same is sent for the consideration of Medical Council of India.
Recommendation of Medical Council of India for issuing LoP is sent to the Central Government which is finally issued for the proposed College.

New Dental College
Procedure for seeking approvals at the level of the State Government :( as per the Policy to Promote Private Investment in Healthcare Facilities-2006.
- Application has to be made to the Medical Education Department in the prescribed format (available at Page no. 3) which is available at Govt. Medical Colleges on payment of a prescribed fee from the private investors intending to invest in Healthcare in the State of Rajasthan which will then after due examination be referred to the State Medical Planning & Resource Committee.
- Once the proposal is accepted, the investor shall have to submit a detailed project report along with future projections within 3 months of the departmental communication indicating acceptance in principal.
- The investor shall be eligible of applying for- Allotment of land on concessionary rates and tax concessions, grant of a No Objection-cum-Essentiality Certificate to establish a new Dental College.
- Proposals would be examined by the empowered Committee and the comments along with approval/rejection of the State Government shall be forwarded to the investor.
- Allotment of land shall be done by the concerned Department/agency on the recommendation from Medical Education Department.
Procedure for seeking approvals at the level of Central Government:
Eligibility for applying for a dental college
- The applicant owns or holds by way of long term lease for a period of not less than 30 years obtained from Government or an authority of the Government, a plot of land measuring not less than 5 acres and has provided on the same plot of land, constructed area to set up the proposed dental college and proposes to increase the constructed area, in a phased manner, as given below:

- Hostel accommodation in separate blocks for boys and girls and accommodation for staff, to the extent of 50 % of the strength, should be available at any given time in the same plot of land in addition to the built-up area mentioned in clause(c);
- Essentiality Certificate in Form 4, as annexed, regarding No Objection of the State Government or Union territory administration for the establishment of the proposed dental college at the proposed site and availability of adequate clinical material as per the Council’s regulations have been obtained by the applicant from the concerned State Government or Union territory administration;
- Permission of University’s Affiliation in Form 5, as annexed, valid for the entire duration of the course, for the proposed Dental College has been obtained by the applicant from a University;

| Submission of the application in Form I and the application Fee.-
The application in Form I containing the scheme, as referred to in sub- regulation (1) of regulation 5, shall be submitted to the Secretary (Health), Ministry of Health and Family Welfare, Government of India, Nirman Bhawan, Maulana Azad Road, New Delhi – 110011 between 1st August to 30th September (both days inclusive) of each year, along with a non-refundable application fee of Rs3 lakh in the form of a Demand Draft/Pay Order in favour of Dental Council of India, payable at Delhi.
Applications submitted under this regulation, if found complete in all respects, will be forwarded by the Central Government to the Dental Council of India within 30 days after the receipts of the same for evaluation of the scheme and its recommendations. Acceptance of applications will, under no circumstances, be treated as approval of the application for grant of permission.
The Council shall furnish its recommendations relating to the new dental colleges to it by the Central Government.
Grant of Permission to establish a Dental College- The formal permission would be granted by the Central Government after the conditions stipulated and modifications suggested by the Central Government are accepted by the applicant and a performance bank guarantee by a scheduled commercial Bank valid for the entire duration of course in favour of the Council is furnished as follows:

The permission under sub-regulation (1) to establish a new dental college will be granted for a period of one year and will be renewed on yearly basis subject to verification of the achievement of annual targets and revalidation, if necessary, of the performance bank guarantee.
The application for renewal of permission shall be submitted to the Council, with a copy to the Central Government, six months prior to the expiry of the current academic session. The recommendation of the Council in all cases of renewal shall be made by 15th June and the Central Government shall issue final orders regarding renewal of permission by 15th July of each year.

New Private University
(1) The proposal for the establishment of Private University shall be submitted by the Sponsoring Body. The sponsoring body shall be a registered Society, any Public Trust or a Company.
(2) An application containing the proposal and the project report as per the Guidelines for the Establishment of Private Universities by Separate Act shall be made by the sponsoring body to the State Government, along with a demand draft of Rs1lakh in favour of the Commissioner College Education Rajasthan, Jaipur.

(3) The State Government, on receipt of the proposal and the project report for establishment of a university, shall constitute a committee to examine the proposal and the project report.
(4) After the receipt of the report of the committee, if the State Government is satisfied that it is advisable to establish the university, it may issue a letter of intent
(5) The sponsoring body shall, within a maximum period of one year, submit to the State Government an unambiguous affidavit along with documents to the effect that all conditions referred to in the letter of intent have been fulfilled.
(6) On receiving the compliance report, the State Government shall appoint a committee to verify the compliance report.
(7) If the sponsoring body has failed to comply with the provisions of letter of intent within a maximum period of one year from the date of issue of the letter of intent, the proposal submitted shall stand rejected and the letter of intent issued to the sponsoring body shall be deemed to have been withdrawn.
(8) However, the State Government may extend the term of letter of intent for the further period of one year if such request is made by the Sponsoring Body and the State Government is satisfied in respect of the reasons given by the Sponsoring Body for the extension of the letter of intent.
(9) If the State Government is satisfied after considering the report of the Committee submitted, necessary action in respect of establishment of Private University may be taken by the State Government.
(10) Finally, a separate notification would be issued for each Private University.

Renewable Energy Projects

Power producer along with consultants visit the site and select the site on the basis of availability of water/proximity of GSS/availability of biomass in case of Biomass projects/Solar Radiation data in case of Solar Projects, etc. Prepare Assessment Report (in case of Biomass Projects.
- Registration with RRECL in the Prescribed format with a fee of Rs. 25000/MW within 7 days. Application form may be obtained from www.rrecl.com.
- Proposal for Power evacuation system is to be submitted through RRECL. RRECL shall arrange Power Evacuation from DISCOM and RVPNL.
- Allotment of land:
•Private land may be purchased directly from land owner
•Government land may be allotted for 30 years of lease as per Policy for promoting generation of electricity through non conventional energy sources, 2004. Rajasthan Land Revenue (Allotment of land for setting up of Power Plant based on Renewable Energy Sources) Rules, 2007 apply.
- Non Objection Certificate from District Collector for setting up the Project.
- Approval of project from SLEC is required from RRECL with in 7 days.
- Power Purchase Agreement executed between Power Producer and DISCOMs through RPPC & RRECL within 7 days.
- Approvals for Water requirements:
o Permission of Abstraction of underground Water. - Permission of Protection systems is to be given by SE, Protection System RVPNL, Jaipur.
- Permission for constriction of bays is to be given by SE, Planning, RVPNL, Jaipur.
- Factory and Boiler license needs to be taken from Chief Factory and Boiler Inspector, Jhalana Doongri, Jaipur and local authorities.
- Air Force NOC is to be obtained from Air Headquarter, New Delhi.

Technical Institutions
After purchasing land, investor has to obtain NOC from Higher and Technical Education and apply to the concerned local bodies for change in Land Use (Section 90-B)
AICTE APPROVALS
FOR ESTABLISHING NEW TECHNICAL INSTITUTION:
Stage I : - SUBMISSION OF APPLICATIONS/PROPOSAL : The Proposal Forms and list of documents are available at: http://www.aicte.ernet.in/download/aph_2.pdf , One copy each of the application shall be submitted directly to the affiliating University and the State Govt./UT . Two copies of the application along with a DD of Rs. 5000/- in favour of "The Member Secretary, AICTE", payable at New Delhi shall be submitted to the concerned Regional Office of AICTE along with the proof of having submitted a copy of the application each to the affiliating University and the State Government.

Stage III: - ISSUE OF LOI AND LETTER OF APPROVAL: On the recommendation of Hearing Committee, LOI issued to the Applicant. Applicant shall be make an application for visit of the Expert Committee, within 2 months of issue of LOI, along with the Non Refundable fee of Rs. 50,000/- drawn in the favour of the "Member Secretary" AICTE payable at New Delhi (Government Institution and Government Universities exempted) and Joint Fixed Deposit [Rs. 35.00 Lakhs for Engineering & Technology and Rs. 15.00 Lakhs for Pharmacy/HMCT/Architecture/Planning/Applied Arts & Crafts (Degree)MCA /MB A/ PGDM/ PGDBM] for the period of 8 Years in the name of the President/Chairman of the Applicant Society/Trust and the concerned Regional Office of AICTE (Government and Government Aided Institution and Government Universities are exempted)
Stage IV: The Report of the Expert Committee shall be placed before EC - Subcommittee. And on the recommendation of the EC - Sub committee and other relevant information Chairman AICTE grant approval for establishment of New Technical Institution.

FOR EXTENSION OF APPROVAL TO EXISTING TECHNICAL INSTITUTIONS:
Stage I : Applicant shall submit 2 copies of Compliance report and a Demand Draft of Rs. 40,000/- drawn, in favour of the "Member Secretary", AICTE, New Delhi payable at New Delhi, to the concerned Regional Office by 31st August every Year.
Stage II: The Compliance report shall be processed by the Appraisal Committee.
Stage III: The recommendation of the Appraisal committee placed before the Vice Chairman/Chairman of AICTE for decision on continuation of approval or otherwise. The same should be conveyed by 31st march every Year.

FOR INTRODUCTION OF ADDITIONAL COURSES IN THE EXISTING TECHNICAL INSTITUTIONS
Stage I: Applicant may submit any time"round the year, a proposal in the prescribed format (4 Copies) along with a copy of compliance report, Detailed Project report and demand draft amounting Rs. 40,000/- in favour of the "Member Secretary', AICTE, New Delhi payable at New Delhi, to the concerned Regional Office of the Council for the approval of introduction of new courses or programmes.
Stage II: The regional office shall forward the proposal within 15 days to the concerned State Government/Union Territories and affiliating University for obtaining their view within 30 days.
Stage III: The proposal shall thereafter be considered by Hearing Committee. AICTE may also conduct from time to time inspection with or without notifying date.
Stage IV: Based on the recommendation of Hearing Committee Vice Chairman/ Chairman AICTE may take a decision on introduction of new courses/programmes etc.
